Celebrating a Milestone: One Year Anniversary of the I-95 CAP Groundbreaking

We are celebrating a milestone! On September 6, 2023, we broke ground on the I-95 CAP project, paving the way to connect visitors to the Delaware River Waterfront and laying the groundwork for creating the Park at Penn’s Landing.

In the past year we:

  • Broke ground on the CAP to make way for the Park at Penn’s Landing. The project team includes vital partners, PennDOT, engineering firm Pennoni, landscape architectural firm Hargreaves Jones, and architecture firm KieranTimberlake. Check out this recap video!
  • Relocated the Irish and Scottish Memorials to a temporary site at Foglietta Plaza until their return to the new and expanded cap
  • Demolished the entirety of the old cap over I-95, the Rotunda at Walnut Plaza, and the Great Plaza at Penn’s Landing Check out this timelapse video!
  • Began constructing the pier between I-95 northbound and southbound to support the cap for the new park
  • Constructed most of the supports for the new South Street Pedestrian Bridge
  • Utility work is underway by our partners at PWD, PECO, PGW, Comcast and Verizon.

We are thrilled to be one year closer to the vision for the Park at Penn’s Landing becoming a reality. Expected in a few years, this groundbreaking new park will have a lot to offer, including:

  • Scenic views of the Delaware River
  • Walkability from Old City to the Waterfront
  • Gardens, water features, and lush landscaping
  • Gathering areas like a playground, a festival space, and a vendor and market space
  • Programming, including a new seasonal water feature and year-round fun at a multipurpose plaza which will be the new home of the Independence Blue Cross RiverRink
  • A new cafe with an emphasis on natural light and modern architecture. The planned mass timber construction of the cafe also aligns with our sustainability goals
  • A landmark community space for patrons and visitors alike

The Park at Penn’s Landing is possible thanks to the support of many partners, including PennDOT, the City of Philadelphia, the William Penn Foundation, the Pew Charitable Trusts, and the John S. and James L. Knight Foundation.
