I-95 CAP Update: Fall Construction Update
PennDot recently announced several updates on the I-95 CAP construction on Penn’s Landing, which continues this fall. The updates focus on the abutment and pier construction for the new cap over I-95 and Columbus Boulevard and ongoing utility relocations at numerous locations.

- The new pier in the middle of I-95 will be substantially completed this fall, while abutment construction along both sides of the interstate and additional work to prepare these supports for cap beam placements will continue through mid-2025.
- Foundation construction for the new South Street pedestrian bridge will continue through the end of the year on both sides of Columbus Boulevard. The new bridge will be assembled in 2025 in a vacated parking lot on Columbus Boulevard near South Street and will be set in place using a crane once completed.

- The existing pedestrian bridge will remain open during this work with only minor interruptions. During construction, pedestrians and cyclists can travel between Penn’s Landing and Front Street using Dock and Market streets.
- PECO and Comcast’s surface-level utility work will be finished this fall. Sewer facilities are being installed at Penn’s Landing and Columbus Boulevard locations.
- During construction, motorists will experience minor lane shifts on I-95 and its adjacent ramps, while lane restrictions will occur on Columbus Boulevard and Front Street during cap construction.
PennDot is replacing and expanding the covered section of I-95 at Penn’s Landing along the Waterfront in Center City Philadelphia under the department’s $329 million I-95/CAP project. The two main components of this project are the construction of a new 11.5-acre Park at Penn’s Landing and a new South Street pedestrian bridge.
