I-95 CAP Update: Forecasted Inclement Weather Causing Adjustments to the I-95 CAP Construction Schedule for this Week; Here’s How to Plan Ahead!
Due to forecasted inclement weather this week, the Pennsylvania Department of Transportation (PennDOT) is making some adjustments to the scheduled construction work slated for Tuesday, March 5 through Thursday, March 7.
Travelers making their way to the Waterfront should know that public amenities such as Race Street Pier, Cherry Street Pier, Washington Avenue Pier, and Pier 68 along the Delaware River Waterfront are open and accessible. Review parking and direction information before you visit. Waterfront parking is currently available at the Lombard Lot (Lombard Street and Columbus Boulevard) and the Market Street Lot (Market Street and Columbus Boulevard).

- Restrooms along the Waterfront are currently accessible at Cherry Street Pier and Spruce Street Harbor Park. Public restrooms under the Chestnut Mall are no longer available.
The following traffic detours will be in place by PennDot:
- Tuesday, March 5, through Thursday, March 7, from 7:00 pm to 5:00 am the following morning, a lane closure is scheduled on southbound I-95 between Market Street and South Street.
- Tuesday, March 5, through Thursday, March 7, from 10:00 pm to 5:00 am the following morning, the ramp from I-676 East to I-95 South (Chester/Philadelphia International Airport) will be closed. Motorists will be directed to exit at the Ben Franklin Bridge and use 6th Street, Race Street, and southbound Columbus Boulevard to access the on-ramp to I-95 South at Morris Street. Trucks will be directed to continue south on Columbus Boulevard and use Oregon Avenue and Front Street to access the on-ramp to I-95 South.
- The Market Street ramp to I-95 South, which closed on Monday, February 19, is scheduled to reopen to traffic on Friday, March 8. During the closure, drivers are being directed to follow the posted detour signs to southbound Columbus Boulevard and access I-95 South at Morris Street. Trucks will use the Front Street on-ramp to I-95 South.
PennDot is replacing and expanding the existing covered section of I-95 at Penn’s Landing along the riverfront in Center City Philadelphia under the department’s $329 million I-95/CAP project. Construction of a new 11.5-acre Park at Penn’s Landing, and a new South Street pedestrian bridge are the two main components of this project.
