I-95 CAP Update: Winter Construction Update
PennDot recently announced several updates on the I-95 CAP construction on Penn’s Landing, which continues this winter. Their update focused on the current retaining wall, South Street Pedestrian Bridge, utility work, and upcoming work for 2025.
Current Work:
- Retaining Walls: Workers are building retaining walls at Chestnut and Walnut Streets and the CAP’s east abutment wall east of Columbus Boulevard.
- South Street Pedestrian Bridge: Foundations for the new South Street Pedestrian Bridge extension are nearly complete on both sides of Columbus Boulevard. This spring, the bridge extension will be assembled in a nearby parking lot and then lifted into place over Columbus Boulevard.
- Utility Work: PECO and Comcast are continuing surface-level utility work, which is expected to be finished this spring. Sewer installations are also underway at Penn’s Landing and along Columbus Boulevard.
Upcoming Work:
- Steel Girders: In mid-to-late 2025, contractors will begin placing 80 steel girders over the Southbound lanes of I-95 and the Southbound on-ramp from Market Street. This will mark the next primary phase of the $328.9 million project covering I-95 between Chestnut and Walnut Streets.
Traffic Impacts:
- Drivers may experience minor lane shifts on I-95 and its ramps. During CAP construction, lane restrictions will also occur on Columbus Boulevard and Front Street.

PennDot is replacing and expanding the covered section of I-95 at Penn’s Landing along the Waterfront in Center City Philadelphia under the department’s $329 million I-95/CAP project. The two main components of this project are the construction of a new 11.5-acre Park at Penn’s Landing and a new South Street pedestrian bridge.
